I use both Poly and Magnetic lasso tools to make some cuts.. here is one I made yesterday which came out alright.. used Poly tool:

I'm not too good with the hair myself.. usually I just hit CTRL+ and zoom in and "try" to get it neatly..

edit: I resaved this image, if you look inbetween the legs it looks uncut.. it is though
